Subject: Required By Law Change RE-VOTE

Attention Members,
Pursuant to Article XV of The Clubs By Laws, all By Law changes shall be posted on The Club website and emailed to members at least seven (7) days prior to the membership meeting that the vote will take place.
It has come to the Board of Directors attention that the By Law change voted on and passed at the March meeting and the new By Law voted on and passed at the April meeting will need to be brought back up for another vote in order to properly follow By Law procedure. The following are the two By Law changes that will be voted on at the next available membership meeting.These proposed By Laws have not been changed from what was already discussed at the March and April Meetings.

1) By Law Change to the Table of Contents to add a new Article 17 as discussed at the March Meeting
Add: Article 17 – Club Rules
2) New By Law to address the Massachusetts recreational marijuana law as discussed at the March meeting and voted on at the April Meeting.
Any member or guest of member who is suspected to be under the influence of marijuana, narcotic drugs, depressants or stimulant substances, all as defined in M.G.L. Chapter 94(c) section 1 or the vapors of glue, on Club grounds shall be called in front of the Board of Directors and if found to be, may be punished by a revocation of his or her membership.

By-law changes:

It is currently written as: “The Constitution and By-Laws of The Club may be amended, altered, repealed, or a By-Law added, by two thirds (2/3) vote of the voting members present and voting at any meeting, providing such intent to amend, alter, repeal or add a By-Law has been submitted in writing to and approved by the Board of Directors (BOD). The by-law change will then be posted on The Club Website for at least seven (7) days prior to the next regular monthly members meeting and email sent out to all members (with a valid email address) again at least 7 days to the next regular monthly members meeting.

 

My proposed change would be: “The Constitution and By-Laws of The Club may be amended, altered, repealed, or, a By-law added or deleted by two thirds (2/3) vote of the voting members present and voting at any monthly members meeting, providing such intent to amend, alter, repeal, or, add or delete a by-law has been submitted in writing to and approved by the Board of Directors (in the current written state followed by the written state with the possible alteration/addition/deletion). The proposed by-law change will then be posted on both the bulletin board at The Club and forwarded to each voting member via email at least seven (7) days prior to the next regular monthly members meeting.

 

So, this proposed change would cover how submissions should be given to the BOD (the above would be an example) and instead of having the having it posted on the website, having it posted on the bulletin board, for those members that are not “online” in any form.

 

Also, the current “Range Rules”, under #2 regarding alcoholic beverages reads: “Alcoholic beverages are not allowed at the range. No member or non-member may shoot if they have been drinking. This is inclusive of the trap, pistol, and archery ranges.”

It does not list the rifle or the black powder ranges…. although would appear to be common sense to most people…. these 2 ranges should be listed nevertheless.

 

So, it should be changed to read “Alcoholic beverages are NOT allowed on ANY range. No member or nonmember may shoot if they have been drinking.”
